I doubt any netbook has overclocking capability.

ok so after an hour and a half of looking i think i finally found a couple of programs that might work BrazosTweaker, SetFSB and Clockgen.

ok so i found out that clockgen and setfsb don't work but surprisingly i found out that BrazosTweaker works  i manged to overclock it from 1 ghz to 2 ghz  but now i just need to find out how i can cool it down so it won't overheat

You won't be stable at double the clock speed, if that utility is even reporting the clock speed correctly.
From a little Googling, it seems BrazosTweaker tries to change the multiplier (which is locked) and actually seems to trick monitoring programs like CPU-Z into thinking the speed has actually been applied - however, benchmarks show there's no difference, so it's not actually clocking any higher.
I would strongly suggest not bothering, even with a laptop cooler the heatsink itself still won't necessarily be able to cope with the increased heat output, as these netbooks are generally designed to cost as little as possible, so a heatsink able to cope with a faster CPU just isn't necessary as it would just drive up the cost for no gain.  Besides, the C60 will never be a high performance CPU.

Brazos Tweaker literally does nothing...except as mentioned fake-out monitoring apps...

You really don't want to be messing with a netbook trying to overclock it (Or any portable computer for that matter).  The C-60 is already a very low performance CPU so any difference achieved from overclocking will be tiny.

The truth is that laptops/netbooks simply are not designed for overclocking and all that will happen if you do successfully change any settings related to the CPU clock is the machine becoming unstable or failing altogether.

And Patio/Calum are correct about BrazosTweaker - The results you are seeing doesn't mean the CPU is actually running at that new speed
