Windows 32 is corrupt missing start up data-no boot disk

Windows Vista32 bit got corrupted on the sector that does the boot up. There is no factory Boot disk. I tried one of the "fix All" disk that you can buy, to no avail. After it has fixed the problem I still get the start up software is corrupt. Please hit 'r"  on the repair disk to repair the missing software
Is there anywhere I can get a Vista repair disk that will work with my COA? It is a Dell T3400 dual drive work computer.

It can be ordered direct from Dell for a nominal shipping charge.
