Morality question

Today I was tweeted to from someone I know, in broken English.
The tweet contained a shortened url to a spoofed site. I am pretty sure it is used to steal your password. (Don't enter your login)

My question is would it be wrong to do something about it, or
wrong not to do something.

The ip is from the hong kong area.

I heard somebody talking in the background, it sounded like Korean gangsters.
I was trying to dereference Null Pointers before it was cool.
