Internet Service So Expensive...any advice?

I am going to have to get another pc b/c my old one has WINXP on it. I understand that few pcs have dial-up modems now. I was going to go to an ISP like netzero to save money as I am paying about $30 a month for DSL and I am not a heavy-duty internet user. I NEED to save money. Things are tight.
Are there any budget-friendly ISP for non-dial-up pcs?
