Windows 7 Freezes at Splash Screen

I came here because I am not sure what else I can do. Every time I load up my PC I get to the Windows splash screen and it times out then restarts. I can start up into safe mode and run things but I can't get any further than that. I have checked the hard disk, checked the memory and run several virus scans as well as trying to restore to a previously good configuration. nothing helps. What can I do?

6 GB RAM
Intel i7 920 @ 2.67 GHZ
ATI Radeon HD 4800 Graphics Card

try this method if u havent try it already..restart the PC...hit F8,click repair your computer,system recovery options,click startup repairs
