wi-fi locked on ipad

With mynew mini ipad (retina) I actually got it up and running but came unstuck when I opened up a cloud mail account.   I later tried to change it to a hotmail address and got into a mess, so reset the whole &*^E$*( thing.

Now I have got i , entered my country, and now it can't find the wifi- it appears to be pad- locked - and that's as far as I've gone.

Can anyone help please?

It suggests I log into itunes, but wi-fi is still not there, and with the other alternative, to click on itunes, it too appears locked.    I can't do anything.

All that has gone by the board J.A.  I reset the ipad and now in a worse mess.
I have got as far as entering English and the country and now I can't get past my wi-fi.   I had no trouble before, but it looks like the wifi is locked???

It suggests I log into iTunes, but it also appears locked.   I cannot move forward, and I don't know how to re-set again as I can't get to that button (naturall)
