bitlocker and secpol.msc

I'm running Windows 8.1 and initially had bitlocker among my apps, but I reinstalled to factory settings and it disappeared!  It's still in the O.S., I can find it in Windows, but it does nothing.  I can't enable it because I don't have secpol.msc.  Is there some other way to enable bitlocker so I can use it?  Thanks for any help.  I can't find anything on the net of use.

A common problem is that even though you type precisely secpol.msc, Windows 8 cannot find secpol.msc.  The most likely cause is that you have the Home Premium edition.  It's most disappointing that you only get secpol.msc in the Ultimate, Professional (old Business) and Enterprise editions, and not in the Windows 8 Home Premium or Basic editions
