Usb problem i guess? Help Please

So I've been having some problems with my Gateway DX Series. When I start up the computer, my keyboard doesn't work and my mouse also and the fan makes TON of noise. You took a photo of the screen?
A quick look it seems your computer failed to load windows and does a reboot.
First recommendation. Replace the CMOS cell in the computer. That is the little battery that keeps the clock going.
