        C:\Windows\system32>_
(note: the flash drive was plugged in and identified as letter H in Start-Computer)

I have selected the "Computer Hope" program because of the detailed step by step instructions.
I did not select the "Win to Flash" program because in step 1 it did not say where to click, Run or Save  and the rest of the program must have other places without
exact instructions as to what to select.

Did you follow the instructions correctly?  You entered DISKPART which should bring you to a prompt that looks like this: DISKPART >

At that point you type in: LIST DISK

The message you are getting seems to indicate that you are entering the "LIST DISK" command from a regular command prompt, you need to be at the DISKPART > command prompt.

You should be entering all the commands from the DISKPART > command prompt thru the EXIT command in step 4.

You can certainly follow those instructions to create a bootable USB drive or you could simply download and run a utility called RUFUS that will do it for you.  https://rufus.akeo.ie/

        3rd Party Tools...
Just what I was looking for, thanks.
That's some of the tools I need to try for the HP Stream 7 tablet has been unable to boot the Macrium Relect Linux Rescue USB drive which works on my laptop.  It's probably due to something with Windows 8.1, laptop is Win7.  Right now, the Stream only boots the Reflect WinPE USB drive.  The touch screen is not active when booting from the USB drive, so also need a mouse attached.

        About the CH instructions...
        Quote
        2. At the command prompt, type cd c:\windows\system32 to change the directory to the Windows system32 directory. Ensure your USB drive is plugged in, type DISKPART, then press Enter. Type LIST DISK and press Enter.
See our diskpart command page for additional information on this command.
As mentioned by strollin, the OP may have skipped over the DSKPART command.

That is exactly what I did. I will try again to repeat the process.

I followed directions from Computer hope/issues/ch001366.htm, paragraph 1....press C+Shift+Enter at the same time. The "Enter" command was not accepted and unknowingly I was not in System 32. I used the recommended alternate direction and it worked perfectly.
Thank you all for your help.
