My thoughts were similar, but to search ebay for old software that you can get cheap because the demand is probably pretty low. I scored an old unopened box of Corel Draw 3.0 for $10 with free shipping for example about 10 years ago to use on an old Pentium 133Mhz running Windows 95 on 32MB RAM. While limited in what it could do in comparison to version 12 which was out at the time, it was far better than MSPAINT and I couldnt find anything free at the time that had the features needed.

Paint Shop Pro Versions 1.0 through 4.12 were distributed as freeware, and can be legally downloaded and used for an unlimited amount of time without making a purchase. Version 4.12 is quite popular (January 10, 1997, Windows 95/98/2000/XP/Vista) this version is a 30-day trial, but continues to work after that; 4.12 was the last version that did this.

    Get it legally here:

I just installed it on my XP laptop & set the system date forward to 2 March 2015; it loads and the trial period message says "You are on day 90 of your 30 day trial" but you click OK and it works fine.
