How do I log onto Outlook.com account?

This is a stoopid question - I am aware of that, but it is driving me nuts

My wife has a laptop with Windows 8 and the Outlook.com e mail app that comes with it. She left it at home for 2 weeks and now MS is protecting her against the evils of Internet.
Question:How does she get onto the page that prompts her to fill in username and password?

They will then offer to send a "code" by e mail. She can then access her Inbox on my pc via her Webmail and fill the code in on her laptop.
