Outlook sending/receiving on startup

Even though I've unchecked the box to send immediately upon startup in the Options / Mail Setup section of Outlook 2003, it's still sending/receiving immediately upon startup.  
Is there a way to fix this?  

Running XP SP2 and Outlook 2003 with all updates in place.
