Yes, The partition can exist without a format structure.
Windows sees hard drive space in three ways
A. Raw free space.
B. Partition specified, by not formatted.
C. Parturition formatted in a format known to Windows.
The fourth possibility is a parson with a format Windows does not recognize. Such as a Linux partition. Or unknown format from some other OS. (Like Apple.)
