Error 8007002C-4000D

When I try to install Windows 10, I get error code 8007002C-4000D.  What can I do to correct it, so Windows 10 will install?

Are  you doing an install from Windows 8.1 to Windows 10?
Are you  doing a 64 bit install?
Do you have a quad-core CPU?  AMD? Intel?
More than 4GB RAM?
