    By what you say, you should use some kind of remote server that is allwasy on. Consider useing a Cloud Service. Some are from:
    Amazon
    iCloud
    Dropbox
    Google
    Mucrosoft
    ...

    The problem with these options is that the ones accept resume, you need to leave the same windows open. If you restart your computer, you need to start the upload from zero.

    That isn't how Dropbox works. Once a file is copied to the dropbox location, the client program will upload data as long as it is on, including partially uploading it. If the PC is shut down and restarted, Dropbox will continue the upload from where it left off. Once complete the file will be visible on other systems connecting to that Dropbox account and the web interface.
