    hello guys ,

    im looking for a window software that add frame to video files or i can i add bigger size background and centre of that image i can add my video .

    I use Pinnacle myself which came bundled with a capture device http://www.pinnaclesys.com/publicsite/us/products/studio/ . I think it might have what you need. I am able to edit it at the frame level and add stuff etc.
