Slow Beyond Use

So to explain the issue straightforwardly my All-in-one Is going extremely slow. I mean it takes 15 minutes to log in. The problem seemed to come out of nowhere. I got it to log into safe mode once and it seemed to be okay but I can't get into safe mode again to see. I do keep getting this error. Any help would be appreciated. It's going too slow to even use at this point so my resource to fix it are really my cellphone and you all to help.https://imgur.com/quIe88c

Have you tried a system Restore to before this event occurred?
