dell inspiron 15 3000 series slow and I don't get why

So I'm not really sure why this computer going so slow I've taken a look at many different things (disabling startup programs, getting rid of trash files/apps, *censored* cleanup/Defrag, ect) but the hardware under the hood says that it shouldn't be this slow at all..... Processor :
Intel® Core™ i3-5015U, 1TB 5400 rpm Hard Drive windows 10, not much disk space  used, not a lot of data or media on it either... Any ideas?

The model you name is a laptop. Why didn't you get a desktop?
Has it always been this sway?
Did you add new hardware?
Did you add a new printer or other external device?
What AV program do you use?

How do you know it is slow?
Do you have a specific program that runs slow?
