Another option could be to install MS-DOS (Assuming it has a Floppy drive) to at least have it have an OS.
This i how you would install NT on a system with not CD-drive. Otherwise, you had to install from floppy discs. By hand.
I once did taht kind of thing by making two partitions on the drive and making a copy of the Windows 200 CD onto the second partition. Then install MS-DOS with extended memory. It was a slow process, but was better than using floppy discs.
So far, I have spent most of a day on this. Time to take break.
