Offline Website Software

Hello
I want to know that names of building an offline website software like MS office do file works, any good software specially drag and drop I want to make static and dynamic website if there is no such software as single then tell me list of software  ???

 A suggestion: if you have an account with a web hosting service, see whether they offer WordPress to users who want it.

Wordpress would probably make the most professional looking site with a WYSIWYG interface. I use to save as HTML Powerpoint and Word documents years ago with MS Office 2000 when too lazy to manually code the HTML, or wanting a baseline website payout and then go back and add to it manually coding in notepad etc. I moved on from that to Adobe Dreamweaver  for its WYSIWYG mode and then went in manually and edited the HTML if the WYSIWYG was too dumb to do something etc since my employer had licenses of this software at the time. Open Office and Libra Office also had an ability like Microsoft Office, BUT ITS FREE, to export and save as HTML and I played with the Open Office version of this as seen here years ago: https://wiki.openoffice.org/wiki/Documentation/OOo3_User_Guides/Impress_Guide/Exporting_as_web_pages

ahan it means if I use open office I can make a static website for my subject physics??

my dear friend what I mean is "if I want to make my website regarding my subject physics" should I use wordpress.com or wix.com which would be better platform as I have little knowledge of web development I prefer easy ???
