Cannot view as web page

All of a sudden I am getting little boxes with red x's in them when I try to view any of the folders on my desktop, windows explorer, control panel, etc. as web page.  I've always viewed it that way before, now it doesn't work and I cannot figure out why or how to fix it.  It also affects some things when I am online, such as the yahoo headline news on my homepage, some ads like at the top of certain pages, and also the boxes you click on if  you are voting or trying to enter something.  

Can anybody help me?

    1. Start
    2. Settings
    3. Control Panel
    4. Internet Options
    5. Security tab
    6. Reset all [highlight]4[/highlight] security zones to Default
     
    1. Start
    2. Settings
    3. Control Panel
    4. Internet Options
    5. Privacy
    6. Advanced
    7. Restore [highlight]1[/highlight] Default button
     
    Optional
    1. Start
    2. Settings
    3. Control Panel
    4. Internet Options
    5. Advanced
    6. Restore [highlight]1[/highlight] Default button

    You may need to do the following as well
      
    1. Start
    2. Settings
    3. Control Panel
    4. Internet Options
    5. General tab
    6. Remove cookies, temporary files and history
