Screen constantly refreshes on its own!!

The monitor constantly refreshes or blackouts on its own and it's driving me crazy.  

Is this a hardware problem? related to power management?

Or is this a software problem?

Or do I have a virus?  All of the anti-virus programs say that I don't have a virus.

And last but not least How do I fix it??

Some details of exactly what happens?

The screen just constantly blinks as if it were refreshing.  It does it about every two seconds or anytime a program or a new window is opened.  The computer basically freezes for a second when it blinks.  As I am typing this, it is constantly blinking.

Try a different monitor.

I already did.  I tried it on three different monitors.  It still does it.

Re-seat the video card or better still, swap it out as a test.
