Keep on eye on Internet Traffic around the Globe

I run a module at my website that Forum users may find interesting.  The Internet Traffic Report http://www.totalaccesssolutions.com/modules.php?name=Internet_Traffic_Reportmonitors the flow of data around the world. It then displays a value between zero and 100. Higher values indicate faster and more reliable connections.

It seems interesting... But what is it good for?

How is it measured? Are the stats very accurate or loosely based on input by users?
