For the latest version of chrome, Version 77.0.3865.90, I can see the following:
clicking on the three dots on upper right shows a menu as seen in this first screenshot which does show only an import option.
However, if you type chrome://bookmarks into the chrome address bar and pressing the ENTER key on your keyboard, all the bookmarks you have are shown in one column.
But there is yet a 2nd three dots thing you can click on top right corner in that blue bar as shown in the following second screenshot indicated with red arrow. (can open image in new tab if you'd like to see it bigger).
Then finally, clicking the three dots in the blue bar from second screenshot yields a menu as shown in the third screenshot below which has two options: Import bookmarks and Export bookmarks. Upon clicking the Export bookmarks option, I see a standard save window that let you save your bookmarks wherever you want. An HTML file with your bookmark links will be saved.
EDIT:
Came across some other user's post regarding the old chrome 43.0 but in case 49.0 still has it this way or similar :
Open Chrome and press Ctrl+Shift+O to open the Bookmark Manager. Now click the dropdown arrow beside Organize, select Export bookmarks to HTML file..., and now save the file somewhere you can find and access later to import, etc..
