Can't View Custom Outlook Forms

I'm having some difficulty view some custom built Outlook forms.  I believe the original form was built using Outlook 2000 and now I'm using Outlook 2003.  When the form is sent to other people it appears as a seperate tab in their email...My computer doesn't show one.

Whats up?

Understanding Form Limitations
Some of the sample forms you may find are designed to facilitate
interaction among people in the same organization. You need Microsoft
Exchange Server to use any forms that are designed to work in Public
Folders or with Outlook group scheduling. However, this doesn’t mean that
you can’t send messages based on forms to people outside your organization.
As long as they’re also using Outlook, recipients can work with form-based
messages. The only requirement is that the recipient address must be marked
to use RTF (see “Plain Text vs. Rich-Text” in Chapter 10).

Note that Outlook forms use rich text format (RTF), so to send and receive
them you must ensure that all parties configure Outlook for RTF. Select
Tools | Options, click on the Mail Format tab, and select Rich Text from
the drop-down list labeled Compose in this message format. If Outlook is
not set to use RTF, people to whom you send a form will get an attachment
named Winmail.dat instead. Note also that you cannot use forms if you have
Outlook set to use Word as its composer or its RTF reader, so deselect
these options under the Mail Format tab.

Another caveat: If you are not working from a publicly accessible folder,
and you intend to e-mail messages based on a form, all users must have a
copy of the form on their systems. Send the form (as a file) to each person
with instructions on how to store it in the Personal Forms Library. More on
this later.

Forms in your Personal Forms Library are available to you only. A recipient
can save a form to the Personal Forms Library by selecting Tools | Forms |
Publish Form As when reading the message on which the form was sent.
