When I am on bios I can hear fans are very quiet (as it was usually) in idle.
When I login into Windows, I got fan spikes to the max (for at least 20 sec) and then back to normal (for a bit), and then back to the max and again back to normal. It happens all the time.
Before I reinstalled the windows fan was to the max all the time (that's the reason why re-installed windows).
It was working fine for a week but now I have this issue.[/li][/list]

-PC scanned with all possible tools, cleaner, Malwarebytes and Spybot-S&D, nothing was found.

What could be the issue?
