There are two or three experiments and features that Chrome has been running for some time. Whether any of them are more aggressive after coming out of sleep I cannot say, but I would disable them anyway.
Automatic Tab Discarding - this saves memory by pausing tabs after a certain time. I use Opera which is based on Chrome, and it had the same issues. Someone wrote an addon which prevents this from working, I have it installed, there are no settings & no permissions needed.
https://chrome.google.com/webstore/detail/disable-automatic-tab-dis/dnhngfnfolbmhgealdpolmhimnoliiokWindow Occlusion - this calculates if the active tab is behind another window, and pauses it accordingly - it can be disabled:
Copy and paste this into your URL bar: chrome://flags/#calculate-native-win-occlusion
Change the dropdown from "Default" to "Disabled"
Click the button in the bottom right to Relaunch Chrome
chrome://flags/#intensive-wake-up-throttling
This option will Throttle Javascript timers in background, possibly affecting games and other high use pages
Same as above to disable it - mind out that this may increase CPU usage higher than it normally is for Chrome, if your computer can handle it then ok.
