When you say "Task Side Bar" do you mean the task bar with the Start Button ?
the only time i have seen task bars on the side of the pc screen is if they have been dragged there or if a windows customizing program has added one.
You said files and folders are missing...perhaps the explorer crashed ?
Press CTRL+ALT+DEL, Click the Applications Tab and Press  File > New Task(Run...)
    Type explorer.exe and press ok.

    Hope this helps.

Move the mouse over where it used to be. If it appears, right click and select "Properties". In the Properties window, uncheck "Automatically Hide....." and check "Keep The Taskbar On Top.....".

So you're inside an Explorer window?
      Control Panel>Folder Options>View>Restore Defaults.
