monitor works through load but not win95

I've got an old pc/monitor it runs win95.
It goes through the load up fine but after win95 boots the monitor goes blurry/scolling and you can't see a thing except the blurry blue background and start bar along the bottom.
is this a video card problem or what?

Could be. Do you have another video card to slip in there for a test? What happened prior to this?

i dont have another vidoe card for it to test with.
it was working fine before
how can i change the resolution by keyboard?
it might be set too high or would that just fry it?
