Problem booting up

Trying to fix a computer for a friend. He changed some settings in bios and now when pc is turned on, it doesn't go through boot sequence. It only shows a few random letters and numbers (maybe a music note?) at top of screen and rest is black. He initally had the problem of "Insufficent resources to complete API" or something of the sort. I believe this was due to full hard drive. I've tried to ctrl alt del, and pressing del to get back into bios with no luck. Nothing will load (HD, CD, 3.5 etc). Any help or info would be most appreciated.

    Restore the bios to the default or safe settings.

    What is the computer or motherboard make/model? If nothing else you can remove the round battery on the motherboard (while off) and replace it after 10-15 minutes. That will get you to default settings as well.
