cant connect to internet

after connecting my 2nd computer to cable high speed...i keep getting a box asking me if i want to read offline (or something to that effect)  or do i want to dial....Im unable to browse after this.  My network card is installed and drivers are installed.  I just keep getting this box and it wont allow me to access the internet..

In Internet Explorer, click TOOLS>INTERNET OPTIONS> Connections

Re-setup the connections, so it connects to the network instead of whatever its trying to connect to.
