how do i get a desktop alert when i recieve a new email through outlook express?

im on a dell workstation

Yes, in OE.  At the top of the Options panel, you should see "tabs" labeled General, Read, Receipts, etc.

You said, in your first post, outlook express.  Now, you're showing Outlook.  They are two different things.  

In Outlook, go to Tools, Options, Email Options, and click on the button for Advanced E-mail Options.  Check the box for "Play a sound".

It's the same code you see when insert a hyperlink in a message, the code that starts with url in brackets and ends with /url in brackets.  In the url part, you need to insert the web address after "url".  For example, if you wanted to link to http://www.mysite.com, you would insert that inside the brackets containing url.  Place an equal sign, =, after url, like this: [url=http://www.mysite.com   I'll leave the /url part out now, but you have to put it, with brackets around it, at the end of the string.
