Modem dials but doesn't connect

Problem with my laptop's dial-up connection to my ISP:  

My Acer 3002 laptop has an internal modem (Agere Systems AC'97) -- BUT I have the exact same problem when I use an external modem (Diamond SupraMax - SM56USBSL V.92) in the Acer laptop's USB port:  

The modem hears the dial tone and dials; then I hear an operator's recorded voice saying, "If you want to make a call, hang up and dial again. etc. etc. " -- the same recording you would hear if a phone's receiver were left off its hook.  I have run the diagnostics on both modems, and both appear to be running correctly.  If I plug the same phone line module into my desktop computer's modem, there is no problem (same dial up ISP number; same configurations as with the laptop).  When I dial the ISP's connection number using my telephone, I get the normal "modem sound" -- so I know I'm getting through, but something in my laptop is not able to connect its modem with the ISP's before I get the taped phone company message.  Any suggestions????

Under modem properties is there an option to dial 9 for an outside line that is checked?

What ISP? Do they have their own dialing software? Have you checked with them?

I've called my ISP and double-checked all of my settings with them.  They suggested that it was a "routing problem" through the telephone lines and that I should call my phone company.  I did that: they said that since I could connect properly with my desktop computer on the same phone line, and since I heard the modem sound when I used my regular telephone to call the ISP's dial-up number, the problem must be in my laptop computer somewhere.  I bought an external modem for the laptop - thinking that the problem was in the laptop's internal modem. (I installed the new external modem with its own software [on CD] and ran its special diagnostics -- all checked out OK.)  -- This morning I double-checked all of the ISP dial-up connection settings on both computers; they are identical.  I can connect perfectly on the desktop (the one that I'm using right now) -- but, when I use the same phone line and module as the desktop,  the laptop still gives me "If you want to make a call, hang up and dial again..."  

Since neither the technical people at my ISP nor at the telephone company seem to be able to help me, I thought I'd give Computer Hope a try.  [Still hoping!]  Thanks for any help you can give me.

Forgot to mention that the "Dial 9" to get an outside line is NOT checked -- since that is not required with my home telephone service.

    Try going into dial up networking and completely remove that connection. Create a new one from scratch. If that doesn't work, check to see if the tone dialing is messed up by setting to use pulse dialing.

    I not only followed your advice and removed the dial-up connection -- I also "removed" both of my modems and completely reinstalled their software (letting the computer "find" the "new" hardware and then installing the software for both).  I then set up a "new" connection with my ISP and, guess what!!!

    IT WORKED!
