what exactly is "RoHS"?

i keep seeing "RoHS" version, and "RoHS" compliant in products that have nearly no differance other than the fact that it is "RoHS" compliant or verison or somthin. i have seen this with video cards, like these two that i was lookin at for my late b-day present (b-day was yesterday):

the only diff i see is that one has openGL V 1.3, the other has 1.5, and one is RoHS version.

another example would be these two processors:

they are the same, aside from RoHS...

so, just what exactly IS RoHS? i searched this site, found nothing. if anyone knows, tell me.

    You might need MR. Rob  to decipher all this  tech stuff but I believe you will find your answer here!
    like the G-Man  says   "google it"  and do the research~  I  1st.  tried looking from computerhope.com's  dictionary from the homepage and didn't find it, then went to ole  google...
