Is it a hdd fault or hdd controller fault?

My Evesham computer (new 2001) fails from time to time during start up.I have two hard drives connected- one is set(by jumper) as master and the other as slave. Sometimes during the pre operating checks right at the start when the display is DOS like, the system indicates that it fails to detect any hard drive (both "master" and "slave" have "none" against them) . Sometimes I get a "message" saying "disc write failure". Everything often goes back to normal after switch off. I believe these faults are caused by either hard disc drive failure or a fault on the motherboard  hard disc controller. Is there any way I can find out what is wrong? What would I have to replace to put things right?

Are the drives seen correctly in the BIOS? If not you have to address that first.

What happened prior to all of this?
