Bootup Error due to corrupt .dll

Desktop PC won't boot up.  I get a message saying that "..../system32/hal.dll file is missing or corrupt".  I' ve found the file on my laptop, tried to copy to desktop computer from memory stick using "Restore" mode on Windows CD for file management/access.  I get a message saying "access denied".  Why won't it let me copy?  Any help appreciated!

Well with this wealth of information I have to ask:

What preceeded this?

Did you try a system restore to a last week or so, before this started?
