Huge web browsing problems!!!

Hi there, I have had huge prob with webrowsing on friends windows 2000 professional pc.Some websites you can view but not all particularly email a/c`s bank a/c`s and any sites like microsoft, as if something didnt want us to view these sites. Flash, and java all up to date.Also tried all levles of security settings aswell as turning off firewall temporary, he didnt have a windows firewall though.

System- Win 2000 Prof

Attempts to fix- custom and default active x settings. and browser settings.
                     - Attempted to allow websites into tools/security alow section
                     - Ran antivir,windows v2 care, tcp/ip prog,bug blaster, autopatcher, but couldnt install ccleaner
                       as that would start to setup but would quit while installing with no error messages as
                       if being stopped by something.

Any help on resolving this issue would be much appreciated.
