in school many programs and features such as control panel and being able to install new programs are blocked off.
you get a message about the adminstrator stopping this.

is it possible for me to do it at home i have win xp sp2.

Yes, you can download and access system features on your home pc provided you have admin privileges to do so.

You didn't say whether it was Home or Pro.  If the latter, go Start-->Run: gpedit.msc [ENTER].  You'll be amazed at all the things you can lock down.  Use Google to find out more about Group Policies.
