slow scrolling web pages

I just had a new hard drive put in my computer but now when I try to scroll up/down on web pages they scroll very slowly and it looks kind of like a wave of text moving up and down the screen. I've checked the drivers and windows updates but it still is hard to use. any suggestions?

I would suggest posting a LOT of details about your system, operating system, malware protection being used, etc.
