WINDOWS FILE CHOOSER CRASHING PROGRAMS

Ok
I have narrowed down my problem to the windows file choose.  It has been crashing the programs and browsers I have been opening it in, such as when I try to upload a file to Photobucket.com or Youtube.com, or while importing video into an editor.  I beleive the faulty file is mpegin.dll.   PLEASEEE HELP!

Are you running Adobe Premier Pro or any Serif applications ? ?

Is your Caps lock stuck ? ?

I do have a download of Premier but it is an ISO file right now(havent installed).  I do have Sony Vegas 7.0.  Also my caps arent stuck
