After fomatting  FAT32 to NTFS using RUN command,
do we need to reinstall the drivers or not?

Much more information is needed. Is this the C drive, some other drive or what? Is Windows installed? Etc.?

    No.  You will be required to reboot the system and all should be fine

      I've changed File System using partitioning software
      (http://www.acronis.com/homecomputing/products/diskdirector/ )
      and nothing was needed to do with that.
      but i'm not sure i run command case.
      Did HDD u've formatted contain any data?
      Did it lose after it?
