Parsing of a string

I want to write a batch file which gives me the text within the double quotes from the below string.

Agent state change for agrpa02|Web|Web Agent Run As Locals "Web|Security System|Run As Locals|Average Response Time" from ABC to XYZ

How can this be done. It has to be assumed that the number of works before the first quote could vary.

I don't know how to write a batch file for this, but I can tell how to do it with Microsoft Excel.  Do you have Excel?
