Outlook 6 not able to send email

In the last few days I have not been able to send emails. I recieve them with no problem but can not forard them. I have Windows 98 with 382.0MB RAM with 32 bit file system and 35% free space. I keep getting the following msg when trying to send an email " unknow error has occured PROTOCOL SMPT,PORT: 0 secure(SSL); No. Error Number 0x800c0131
Can any one tell me how I get out of this situation, By the way I have checked for viruses etc.

Outlook / Tools / Options turn on SSL.
