Desktop problem

I turned on my computer today and found my desktop was all blue and i can't change it
what to do ?

    What operating system are you using ?
    Does anyone else use this machine ?

      the problem I am having is my background disapeared
      when I right click on desktop bring up display properties and go to
      desktop everything is frozen I can"t move scoll bar ,can't pick background picture
      only thing I can do is change color.
