Need help!!  Cannot find Hard drive on startu

I need help.  Upon startup, my computer gives a message that says "hard drive not found".  I have a pentium III with windows 98.  How can I fix this?

Configure your Hard Disk Drive properly in the BIOS and see to it that all cables and jumpers are in the right place.

We have replaced the hard drive with a known good one, we have replaced the cable and used a different power plug.  We checked the jumpers on the hard drive.  The only thing we don't know how to do is check the hard drive in the bios.
We were rebooting the gateway computer with the Western digital floppy, it would check for the hard drive and not find it.  
How do we check the bios?  Do we f1 when prompted?  If so then what do we look for and what do we do when we find it?

The way to access the BIOS differs per type of BIOS.
