Recursing Registry settings for user Profiles?

I'm not even sure if this is possible - i've done quite a bit of searching without any luck...

We've made updates to a base OS that we use for all of our deployed PCs. We'd love to be able to update some of these settings to the current client base, but quite a few of the changes involved user-specific keys.  Of course, this all works great if it's a new system, as each new profile is created, they get the correct settings.

Problem is, that the current client base obviously already has profiles setup for whoever is using the PC. Sometimes it's just one user, sometimes multiple.  Is there some kind of script that could would enable running through HKEY_USERS and inputting updated registry settings for each profile?  We're also trying to avoid using group policy for this if at all possible.  Our standard PCs are HP/Compaq PCs and laptops running WindowsXP SP2 - at least 256MB memory or more. We distribute applications and settings using Altiris Notification and Deployment Servers.  Hope this is enough info...
