Odd problem shutting down 98SE

I have an old HP Pavilion 4563Z with 98SE.

I have re-installed the operating system. I did not have the HP disks. I used a Microsoft 98SE disk. I re-installed the proper drivers. I also have loaded the Microsoft updates including the ones relating to shutdown issues. The computer works fine except sometimes at shutdown.

When I shutdown sometimes it seems to loop back on as if you clicked the re-start button. This is not every time, but most times.

Then I have found if I actually do click to restart after this has happened and let it re-boot, when I hit Shut Off , it will shut off properly every time. I have re-loaded 3 times. I even used a different but know to good hard drive with the same results.

Is this something in the BIOS or some other setting that I am not aware of.

BTW I have 0 wrote the hard drive, f disked and deleted from there, tried different methods to make sure the hard drive was absolutely clean prior.

Just been kind of busy since the holidays.

I try to get here at least once a week to read though.

This old HP is giving me a little aggravation though. Not serious, but annoying. Its just for my granddaughter to play games on and get online if wanted.

Its like it goes to re-start, instead of shutting off when thats what I select.

I may have came up with a couple things to try in the BIOS.

Good luck to you.
If you get stuck and it doesn't work and are comfortable with DOS editing you can use a bootdisk.
Rename win.com to win.old and then re-boot with the Win98 CD in.
You can now re-install Win98 and it should leave all your programs and files intact.

I think I got it by changing the Device Enumeration under the Settings tab from Hardware to BIOS.  

It has shut off properly a half dozen times at least since doing that. I believe it would have acted up in that time frame.
