resolution and color settings??

does anyone know how to fix the resolution and color settings?
i've tried multiple times but the settings won't apply when i restart my computer.
if anyone could give me some tips that would be appreciated

What operating system are you using , when did this start ? What were you doing just prior to the issue starting ?
