Windows ME Safe Mode

I am unable to get into Windows ME Safe Mode. When I boot, hold down the Control key entering Windows, the message appears in large red letters and black background "It is now safe to shut down your computer."

    Try holding F8

    Nothing works. Even my boot disk gives me the option of starting in safe mode but it won't. I just get the windows me window for a second with the white background and then it goes to the message "it is now ok to shut down your computer."
