System files out of date

When i install a application i receive the following message: setup cannot continue because some files are out of date on your system. Click OK if you would like setup to update these files for you now. You will need to restart Windows before you can run setup again. Click cancel to exit setup without updateing system files.
But, when i restart and begin installation again, the error appears again.
WHAT CAN I DO???

    What are you trying to install? I assume this is Windows XP. Come on, give us some more information here...

      LUKE...... I'm rubbing the crystal ball like crazy ...but I cant get any sort of vision about your issue ...... some information would be a huge assistance.
